Mr. Rapil S. ZHOSHYBAEV
Rapil Seitkhanovich Zhoshybaev was born in 1963.
He has graduated the KyrgyzStateUniversity, University of Economics and Finance in St. Petersburg (Russian Federation).He is a PhD in Economics.
Speaks English language.
He has a diplomatic rank of Envoy Extraordinary and Minister Plenipotentiary of second class.
From 1985 Mr. Zhoshybaev had been conducting academic research activities.
1993 – Third Secretary, later Second Secretary at the International Economic Cooperation Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
1996 – Head of the Division of the CIS Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
1998– First Secretary, later Counselor of the Embassy of the Republic of Kazakhstan to the Baltic States.
From August 2000 – Deputy Chief of Protocol of the President of the Republic of Kazakhstan.
July 2003 – Head of the Inter-religious Affairs of the Presidential Administration.
October 2004 – deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
October 2007 – Executive Secretary of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Mr. Kairat SARYBAY
He was born on 8 June, 1966, in Almaty. He graduated with Bachelor’s Degree in Philology and Oriental Studies from the Zhdanov Leningrad State University in 1988.
From 1988 through 1991, he worked as specialist at the Institute of Uigur Studies at the Kazakh SSR Academy of Sciences, as probationer-researcher at Leningrad branch of the Institute of Linguistics of the USSR Academy of Sciences.
From 1991 through 1996, he worked at the Consular Directorate, Information and Analytical Directorate of the Ministry of Foreign Affairs, Embassy of the Republic of Kazakhstan to Republic of Turkey.
From 1996 through 1997, he served as Head of the Presidential Protocol Service.
From 1997 through 1998, he served as Presidential Press Secretary and Head of the Presidential Press Office.
From 1998 through 1999, he served as Vice-Minister of Foreign Affairs of the Republic of Kazakhstan.
From 1999 through 2003, he served as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Turkish Republic.
From 2003 through 2007, he served as Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Federal Republic of Germany.
From 2007 through 2008, he served as Deputy Minister of Foreign Affairs, National Coordinator for Interaction with the European Union.
From 2008 through 2010 he served as an Assistant to the President of the Republic of Kazakhstan.
In September 2010 he was appointed as Deputy Minister of Foreign Affairs
He has been awarded the “Yeren Yenbegi Ushin” (For Special Work) medal and jubilee medals “10 Years of the Independence of the Republic of Kazakhstan”, “10 Years of the Constitution of the Republic of Kazakhstan”, “10 Years of Astana”. He has been also awarded the German Federal Grand Cross of Merit.
He is the author of “Nursultan Nazarbayev. President of the Republic of Kazakhstan”, the editor-in-chief of Astana is a Music of Life, a member of the editorial board of Kazakhstan a Heart of Eurasia, and the author of number of scientific articles on Ancient Turkic Philology and topical issues of international relations.
He speaks fluent Turkish, German and English and holds a diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

Deputy Minister of Foreign Affairs of the Republic of KazakhstanMr.Kairat UMAROV
Kairat Yermekovich Umarov was born in 1963.
Graduated with honors from Almaty Pedagogical Institute of Foreign Languages in 1985.
Graduated from the diplomatic course at the Ministry of Foreign Affairs of Great Britain in 2002.Mr. Umarov holds a diplomatic rank of Envoy Extraordinary and Plenipotentiary of First Class, aPhD in History, and speaks English and French.
After military service, in 1987 he started his career as a teacher at the Department of English Grammar of the above mentioned Institute.
He later worked at the Institute of History, Archeology and Ethnography of the KazSSR Academy of Sciences, served on the Board of Editors for literary translation of the Writers’ Union of Kazakhstan, as well as at the International
Relations Department of the Federation of Trade Unions of Kazakhstan.
In 1989-1991, he was an active participant in the “Nevada-Semipalatinsk” International Anti-Nuclear Movement.
Since Kazakhstan’s independence, Mr. Umarov has been working in the diplomatic service.
In January 1992, he served as Second Secretary of the Consular Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
He later worked as First Secretary, Head of the Department of the Office of Europe and America, Deputy Director of European Department, Minister-Counselor of the Embassy of the Republic of Kazakhstan to the USA, Ambassador Extraordinary and Plenipotentiary of the Ministry of Foreign Affairs, Chief Inspector of the Foreign Policy Center of the Administration of the President of the Republic of Kazakhstan.
From August 2004 to September 2009 he served as Kazakhstan’s AmbassadorExtraordinary and Plenipotentiary to the Republic of India with concurrent accreditation to Democratic Socialist Republic of Sri Lanka.
On September 9, 2009, he was appointed Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
Deputy Minister Umarov is awarded with the Order of “Kurmet” (Honor), as well as anniversary medals “10 years of Independence of the Republic of Kazakhstan”, “10 Years of Constitution of Kazakhstan”(2005), “10 years of Parliament of the Republic of Kazakhstan”.

Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Mr. Amankeldy ZHUMABAYEV
Amankeldy Zhumabayev was born on 4 October 1951 in Almaty region.
He graduated from the Kazakhstan State University named after S.M. Kirov, Faculty of Mechanicsand Mathematics (1974), Almaty institute of national economy, Faculty of Planning andEconomics (1978), Academy of National Economy under the USSR CM (1991), internal graduate student of the All-Union Research Institute of Agricultural Economics (Moscow 1982).
Fluent in English.
HoldsaPhDineconomics (1982). During theyears ofdiplomaticservicearticles by Mr. Zhumabayev were regularlypublishedin themediaof Kazakhstanandthe host countries. Author of thebook: "Kazakhstan-Ukraine: between past and future" (2010).
On the diplomatic service since November 1996 – Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Malaysia, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Turkmenistan.
Since December 2003 till May 2011 – Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Ukraine, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Moldova (non-resident).
On 5th April 2011, Amankeldy Zhumabayev was appointed Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Mr.Alexei VOLKOV
Born on May 21, 1958 in Almaty. He graduated from the Kazakh State University named after S.Kirov, Courses of Malaysian Institute of Diplomacy and Foreign Relations. Holds a PhD in history. From 1981 up to 1991 worked at Kazakh Polytechnic Institute and Kazakh State University (Almaty) carrying out scientificresearch. 1991-1992 - Consultant to the Ministry of Education of the Republic of Kazakhstan.
Since 1992 works in the system of the Ministry of Foreign Affairs of the Republic of Kazakhstan – Second Secretary, First Secretary, Chief of the United Nations Section. From 1994 – Head of the United Nations and International Organizations Unit. From 1996 to 1999 – Counsellor of the Embassy of the Republic of Kazakhstan to the Swiss Confederation, Minister-Counsellor, Deputy Head of the Permanent Mission of the Republic of Kazakhstan to the UN Office in Geneva (Switzerland). From 1999 to 2003 – Head of the Secretariat of the Assistant to the President of the Republic of Kazakhstan, State Inspector of the Secretariat of the Administration of the President of the Republic of Kazakhstan. From May, 2003 up to September, 2005 - Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. From 2005 to 2012 served as an Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Poland. Since February, 2012 was appointed as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. Was awarded the anniversary medals “10 years of the Independence of the Republic of Kazakhstan” in 2001, “10 years of the Parliament of the Republic of Kazakhstan” in 2006, “10 years of Astana” in 2008, marked with the Gratitude of the President of the Republic of Kazakhstan in 2008 and 2010, the Order "Kurmet" in 2011, medal "20 years of independence of the Republic of Kazakhstan" and the Order of "St. Mary Magdalene" of the Autocephalous Orthodox Church of the Republic of Poland. In 2012 he was awarded the Commander's "Order of Merit to the Republic of Poland".
The author of the book “20 years of the establishment of diplomatic relations between Kazakhstan and Poland” published in Kazakh, Polish and Russian languages.
